The U.S. National Guard has been deployed without a request from a state governor, though this is a rare occurrence. In 1965 Pres. Lyndon B. Johnson deployed the National Guard to Alabama, where there were civil rights demonstrations. In 2025 Pres. Donald Trump ordered the National Guard to Los Angeles to end immigration protests. In both cases, the state’s governor did not request the National Guard.
