During the 1850s, the secretary of war under U.S. Pres. Franklin Pierce fought for an increasing army size and replacing an old type of musket that had been used since the Revolutionary War. That secretary of war was Jefferson Davis, who became president of the Confederacy and battled against the army he helped improve.
